The PROGISAP team, member of a Segur Digital Task Force

The digital component of the Ségur de la santé is made up of six "Task Forces", bringing together healthcare professionals, experts, information systems directors, institutional representatives, federations (public hospitals, private hospitals, manufacturers, etc.) and software publishers.

The role of Task Forces

Its Task Forces are working to a tight schedule to analyze practices, identify the data to be exchanged or shared between players and with users to improve their experience, detect technical, organizational and legal obstacles, etc., and identify the levers to be invested to overcome them and develop the massive use of this data. The work to be produced will therefore be co-constructed with all the players involved, to ensure that everyone's stakes in this digital shift are taken into account.

The Task Forces have defined the requirements for the Ségur Numérique component through use cases, and specified the objectives for exchanging and sharing healthcare data.

These requirements were used to draw up the DSR (Dossier de Spécification de Référence) and the REM (Référentiel d'Exigences Minimales) for wave 1 in the medicosocial sector.

For the Medical-Social corridor, sharing a common Electronic User File (DUI) is essential, but faster deployment of health data exchange and sharing in this sector requires a differentiated approach, at least in the short term.

The differentiated approach has led to the proposal of a "Task Force" for each sub-area. Work thus began in May 2021 with 3 dedicated sub-domains:

  • Elderly people (e.g. Ephad)
  • People with disabilities (e.g. in specialized homes)
  • Homecare professionals (e.g. SAAD, SSIAD)

Further discussions will take place in the autumn on child protection and addictology.

The Progisap Senef team in the Task Forces

The aim is to provide broad coverage of "health data", taking into account all the data required for people's lives. The work will be based on existing interoperability components and specifications, in particular the feeding of the DMP with the DLU, the use of the liaison notebook or shared diary, and the transmission of documents such as the personalized project.

Task Forces are held weekly, and publisher meetings are also scheduled every two weeks.

In very concrete terms, our IT and product teams have the privilege of co-hosting these meetings, with a view to co-constructing and forecasting the progress of the project, and in particular of Wave 2 of the Segur, which will be launched later this year.
